Gaming in Spain Conference publishes 2026 agenda for October Madrid event

Seven session blocks will cover the new cross-operator deposit limit system, problem gambling detection, AML, and the regulatory future of prediction betting and sweepstakes.

Spain’s licensed operators are weeks away from their first practical encounter with a centralised deposit limit system that will track every player’s deposits in real time across all licensed platforms. Gaming in Spain published the initial agenda for its 2026 conference, ahead of the one-day event at Madrid’s Auditorio ECIJA on Thursday 15 October.

Deposit limits dominate a seven-block agenda

The timing gives the Spanish igaming event programme its weight. The Council of Ministers approved Royal Decree 520/2026 on 23 June, published in the Boletín Oficial del Estado two days later. It inserts a new Article 36 bis into Royal Decree 1614/2011, creating a system of joint deposit limits per player that aggregates deposits across every operator where a participant holds an account. A new Annex III sets the default thresholds at €700 per day, €1,750 per week, and €3,300 across any four continuous weeks.

The system is managed by the Dirección General de Ordenación del Juego (DGOJ) and operates alongside, rather than replacing, the existing per-operator limits. It enters into force on 25 March 2027, and the decree requires the regulator to make a test version available to operators six months beforehand — putting the trial in late September, three weeks before the conference.

The decree cites regulator data showing around a third of active online players hold accounts with more than one operator, and that roughly 80% of accumulated losses sit with 10% of users.

Confirmed sessions and speakers

Alongside the main programme, the organisers list a breakout session on promotional strategies in Spain from MDF Partners’ Mario Chamorro, with further breakouts to be announced. The stated topic list also covers future gambling reform, strategies for countering offshore offerings, and the current and future permissibility of new products including prediction betting and sweepstakes.

The presence of Spain’s National Police on the agenda is unusual for a commercial iGaming conference.
